Right after PCT, you will not be recovered, but hopefully you will be on your way to recovery. By the end of PCT, your test production should hopefully be turned back on and when you come off of PCT, you will continue producing on your own. There will be a rougher period for many, where strength and drive isn't as intense but over time this should improve. Depending how long the cycle is and what compounds you use, the length of time you recover can vary. It will also depend on how strong your natural production is, which is influenced by things like age and genetics. The only way to know for sure is to have your labs done to check your test levels. Also, part of recovery means organ health. It will take 6-8 wks post cycle for your RBC to return to normal and your genetics will determine how long liver and cholesterol take to return to normal.
