Sometimes girls can have issues with fat loss while on birth control, but I am not sure about this specifc type. I would try to make progress while still taking it. If muscle gain is her goal, I would not consider coming off the birth control at this time. Also, I do not believe there is a need for the taper. I would start with 5mg and see how she does. Then if things are going well after 3-4 wks, increase to 10mg and continue through the cycle. There is no need to taper off, but I would prefer to start with less and see how well it is tolerated
