Hey brother, I'm going to bet the farm, that diet is your problem for sure. Sounds like you are already aware of that, Running gear will help you to gain muscle, but it isn't going to directly get you into shape. Diet, cardio and gear, all in a very specific balance can take you to your goals, but finding the balance you're looking for can be quite a struggle of trial and error. First, you want to clean up your diet, using all clean foods, such as brown rice, sweet potato, chiicken, leab beef, oatmeal, almonds and natural peanut butter. Switch over to these foods and see how you respond. I would eat around 200 protein through the day, split into 5-6 meals. Have everything portioned out. From there, you'll be able to see if you need to adjust in order to grow or create fat loss.
I would get this ball rolling before you start your gear so that you are ready to make good progress while "on". Start cardio at 30 min and adjust as needed
For gear, something along the would work well. I suggest Geneza brand gear. It's what I use and it always treats me well
